Mix gobhi, hari mirchi , paneer, bread , salt and all the spices together , Sift besan and baking powder and make a thick mixture ( batter ) . Mix it well with the vegetable mixture. Heat oil till it boils and reduce heat to medium. Fry round and flat pakoras. Serve with imli ki chutney.
